For NGOs and foundations with one to ten grants a year: expenses by grant and budget line, documents attached, state grant reports on the Ministry of Finance forms, donor financial reports and the annual report in one place.

A foundation in Yerevan runs a state grant from a ministry and a donor grant from an international fund. Salaries, rent and a training event are split between the two grants by line. Before the interim report for the ministry, spending by line is already on one page, the documents are attached, and the same records give the donor's financial report a month later.
Choose a planPublic organisations and foundations in Armenia often live on several grants at once: a state grant under government decision 1937-N, grants from international donors, sometimes money from a community. Each grant has its own budget, its own lines and its own report.
General bookkeeping does not show this. The accounting program sees salaries, rent and services, but not which grant and which budget line each expense belongs to. Before each report someone rebuilds the split by hand in a spreadsheet.
Since September 2021 state grants go through ARMEPS and PPCM: the contract is registered there, and interim and final reports are accepted on standard forms approved by the Minister of Finance. Many organisations say the platform is complicated and built for tenders.
The service keeps every grant on its own budget. When a grant starts, its budget lines, amounts and dates are entered once. Every expense is then recorded against a grant and a line, with the invoice, contract and payment attached.
Shared costs, such as rent or an accountant's salary, are split between grants by a rule you choose: by share, by hours or by fixed amount. The split is visible in each grant and never counted twice.
At any moment you see for each grant how much is spent by line, how much is left and which lines are close to their limit. Moving money between lines, when the donor allows it, is recorded with the reason.
For a state grant the service prepares the interim and final financial report on the 2021 Ministry of Finance forms from the same records, with the list of supporting documents. You upload the report to PPCM yourself.
For a donor grant the financial report follows the donor's budget and currency. The narrative part stays yours; the numbers come from the records and match the documents.
Once a year, before 30 May, a public organisation submits its annual report to the State Revenue Committee: programmes financed with public money, sources and expenses. The service prepares these figures from the year's records, so the deadline and the fine of 50 000 drams are not a risk.
If state and community money exceeds 10 million drams a year, an audit is required. The auditor gets every grant with its expenses and documents in one export, instead of folders collected over the year.
Your general bookkeeping stays where it is. The service does not replace the accountant or the accounting program; it adds the grant view that donors and the ministry ask for.
Getting started takes an hour: add your grants and their budget lines, and record expenses from this month. Earlier expenses can be added from a spreadsheet.
The service is meant for public organisations and foundations in Armenia. It is in preparation: we first check whether organisations need it. Reports, submissions and accounting remain the responsibility of the organisation.
